Los Fresnos CISD Earns Clean Audit Opinion and Perfect FIRST Rating

At the regular school board meeting held on January 19, 2026, the Los Fresnos CISD Board of Trustees approved the District’s Annual Financial Report for the fiscal year ended August 31, 2025.

The District received an unmodified (clean) audit opinion, the highest level of assurance an external auditor can provide. In addition, the audit reported no significant deficiencies or material weaknesses, reflecting strong financial controls and sound fiscal management practices.

The independent audit was conducted in accordance with generally accepted auditing standards and confirmed that the District’s financial statements are presented fairly and in compliance with accounting principles generally accepted in the United States of America.

“This audit is a reflection of the diligent work of our staff to ensure we remain fiscally responsible while continuing to be good stewards of taxpayer dollars,” said Pablo Bazaldua, Chief Financial Officer. “Strong financial accountability allows us to support our students, staff, and community while maintaining long-term financial stability.”

Highlights from the Annual Financial Report include:

  • The District continues to maintain a stable General Fund fund balance, supporting day-to-day operations and financial stability.
  • The District remains a low-risk auditee, indicating consistent compliance and no audit findings over multiple years.
  • Financial planning efforts continue to focus on sustainability, transparency, and responsible stewardship of public funds.

In addition to the clean audit opinion, Los Fresnos CISD earned a perfect score under the Financial Integrity Rating System of Texas (FIRST) for the same fiscal year. The FIRST rating is issued annually by the Texas Education Agency (TEA) and evaluates school districts on indicators such as financial solvency, budgetary compliance, debt management, and the ability to sustain operations.

This achievement marks the 23rd consecutive year Los Fresnos CISD has received an “A” rating from the TEA, underscoring the District’s long-standing commitment to sound financial practices. Together, the clean audit opinion and perfect FIRST score affirm the District’s dedication to financial transparency, accountability, and responsible stewardship of public funds on behalf of students, staff, taxpayers, and the broader community.

The Annual Financial Report is available for public review, and Los Fresnos CISD remains committed to maintaining transparency and accountability in all financial operations.
