HB 1481 Respectful Language "Update"

HB 1481:  "Respectful Language"

As part of the 2011 summer Texas Legislature agenda, HB 1481:  Respectful Language" was passed which required the Sunset Advisory Commission to consider respectful language in their 2013 session bill recommendations.  It formally changes the term "mental retardation" to "intellectual disability" for legislative, operational and/or business matters.  It will require all health and human service agencies to use respectful language in all reference materials, publications, and electronic materials, publications, and electronic media, and requires that the new language be used when referencing persons with mental retardation in general and wherever the term "retarded" is used in statue.

The bill also identifies other terms that should be removed from law and regulation including :  "disabled, developmentally disabled, mentally disabled, mentally ill, handicapped, cripple and crippled."  Government Code Chapter 392 ad TEC 7.063.

In understanding of this new law, the Special Service Department in cooperation with campus & district leadership is addressing this expectation with the updated title for the self-contained instructional setting housed at several campuses.  The "Adaptive Learning Unit" (ALU) will be the new title for the instructional setting that serves critical and high needs students.  This title fits well with the philosophy of the classroom where teachers and staff work to modify and adapt the instructional curriculum to ensure all students learn according to their specific needs.
